The military governership of Lucius Clay had extended from just the state of Bayern itself to include the entirety of the American occupied zones and in that time had seen some development - notably the founding of the Kriegsmark (M: as per mod direction) and the establishment of Army-led soup kitchens and food distribution centers to the war-ravaged areas that were now without productive farmland. Due to the lack of immediate funds and general rationing in the U.S., for the moment these kitchens and centers were being provided for out of U.S. Army rations, which, frankly, was just the first in a long list of issues for Clay.
His predecessor's order to have Army men begin the reconstruction of farms and key industry was good in principle, but it quickly became apparent that this operation would incur a great cost that the army did not currently have at the ready. Going back to the issue of food, the U.S. Logistics network was having to spread out far more than it ordinarily would because the concentration of rural villages compared to urbanized cities, particularly in Bavaria, had shot up due to refugees. Agitation by Bavarian monarchist groups (and an endorsement of this activity by the Prince Ruprecht himself) had caused issues ranging from Bavaria-centric parties and organizations to begin popping up, as well as even the raising of a ceremonial monarchial guard.
In order to begin facilitating some of the change the American zone would need, Clay set about writing a report to higher command, as well as a letter to Ruprecht.
December 25th, 1946
Situation in Germany is stable for the moment.
Material supplies are becoming an issue for reconstruction labor. Production and supply of wood or harder, more permanent materials as well as supplements to construction given top priority to facilitate the reconstruction of infrastructure and farms.
Food imports are required until repairs can be made in rural areas, which have substantially higher food needs than expected.
Heavy reports of Monarchist activity. Recommend immediate diplomatic correspondence with Prince Rupert to avoid unfavorable popular government following the conference on the fate of Germany in early January.
Removal of prominent and successful Nazi members has continued. Münich will host a newspaper under watch of a small council to begin showing American democracy to the people.

To Prince Rupert of Wittelsbach,
Any armed forces must be raised with the consent of the U.S. Army. Given that you have elected to bypass said consent, you will be given 3 days before hostile action is taken to ensure that there will be no threat to the occupation forces nor the people inside the zones.
All weapons will be surrendered prior to the disbandment of the force, and the weapons will then be seized by military authorities.
