After years of strikes and social unrest, the colonial government of the Gold Coast has adopted a new constitution. Formerly, the Governor of the colony ruled the Gold Coast directly. The new constitution by Sir Allan Burns creates a Legislative Council of 32 members, of which 18 are elected by the colony's population, giving the elected members a majority over the appointed members. For the first time, a majority of members of the Legislative Council can be Native Africans. While the vote was extended to the native population, only those who met strict requirements were entitled to vote meaning that votes wealthy Chiefs and coastal elites, and the councils they controlled, far outweighed the votes from the Ashanti or northern regions.
In the elections, all 18 elected seats and 4 appointed seats went to Native Africans. As encouraging as the signs are, the Executive Council of the Governor and high-ranking colonial officials are not held responsible to the Legislative Council. The Executive Council kept control over the cocoa and gold trades that dominate the economy of the Gold Coast.
While the Constitution and new elections leave much to be desired, they are still a step in the right direction for eventual self-government for the Gold Coast and the people of the colony hold hope for the future.
