Following a period of preparation, President Juan Peron has presented to the Argentine House of Deputies a proposal for the "Complete renewal of our national constitution so as to better fit a changing world."
President Peron's proposal does not come as a surprise to the Argentine political establishment, as his Presidency since his election in 1946 has proven to be highly successful and popular: real wages have been on the rise since the institution of his first Five-Year-Plan and large-scale nationalization of key industries, labor programs, infrastructure projects, the nationalization of the Bank of Argentina and subsequent lump-payment of the Banks debts to the Bank of England, and the institution of social security and a national health program
The opposition have continued to criticize the President for what they term as "undemocratic tendencies", with particular attention being given to his usage of his newly formed Labor Courts to help suppress opposition in the country.
The actual content of the proposed Constitution is largely the same as the previously used 1853 Constitution, with some key changes:
- Article 15: The establishment that no such person who is associated with or has been associated with a organization which exists to oppose the inviolable rights and freedoms of the Argentine citizenry shall be permitted to hold office within the national government of the Republic of Argentina. Furthermore, all such aforementioned organizations shall not be permitted to organize by any means a militia or association which could present a threat to the stability and freedom of the Republic of Argentina nor its citizens. Any violations of Article 15 are to be considered treasonous and grievous acts against the Republic of Argentine and its citizens.
- Article 37: Establishes and protects the rights of citizens to work, welfare, security, to healthcare, to safe and sanitary working conditions, to unionize and to the general defense of personal professional interests.
- Articles 75-88: The President shall no longer be subject to term limits, and has been granted additional powers. Of particular note is that now the president has the authority to appoint and dismiss all judges and justices and, during legislative recess, assumes the power to appoint and dismiss any member of the civil service.
Shortly after the full presentation of the document on April 10th, the House of Deputies approved the document 101-44, and the following day the Senate approved 39-12. The new Constitution is to take effect immediately.
President Peron, upon receiving news of the full passage of the document, held a parade in the Plaza de Mayo in Buenos Aires and, in a speech to the several thousand in attendance, proclaimed that, "Today we celebrate the furthering of our democracy, the protection of our citizens, our laborers, our people!"
