What we have noticed while going over our experiences in the Chinese People's War of Liberation so far is that our conventional warfare armies are ill-prepared for cold-weather warfare. As such it is deemed necessary that we fix this issue promptly, as it is not known when the next imperialist (or Kuomintang) offensive may take place. We must be prepared to defend the nation at any time, any where, in any terrain or any weather conditions.
So we will train for winter warfare!
A significant amount (not all, clearly) of the troops in the 38th, 39th, 40th, 42nd, 50th, and 66th Corps will be going on nightly marches through mountains in order to harden them for combat, of course though most are veterans of warfare during the Liberation War so there is little to harden still. Additionally major exercises will take place during the night time, both to accustom troops with colder temperatures but also with fighting during in darkness, so as to increase their ability to take part in night battles during any possible war. The exercises will include mock assaults and encirclements of dummy enemy positions, with pre-dug trenches and other fortifications to simulate a modern battlefield. Armor units will practice their maneuvers, artillery will practice concentration of fire and concealing their own positions, while PLAAF patrols fly overhead to simulate enemy scouts.
The logistics to supply these exercises will also be important practice for the army, giving much needed experience in the art of distribution of (often scarce) resources.
Effectively, we will fight a mock war to ensure we are ready to fight a real one.
Additionally we will request from the Soviet Union advisers with knowledge in winter warfare from the Great Patriotic War to aid us in this struggle. As well as, perhaps, the sending of excess cold-weather equipment from the war.
