The Communist Party of Nepal was founded two years ago and is very, VERY, quickly growing in influence. The Nepalese government is facing a lot of issues, the feudal theocratic regime is having a hard time keeping things under control ((IRL they had a revolution against the regime in 1951 but it looks like that isn't gonna happen so let's just say they're really super unstable)). The CPN, though, is theoretically lacking. With the successful people's war and revolution in China just next door it makes sense to try and establish ties with the CPN to help them bring about revolution and a better life for their people. Basically we will cross the border (easy to do as we know the mountain passes and valleys), make friendly contact with locals (which we know some areas will have significant CPN presence) and then meet with the CPN to officially join their party as advisers. Then of course we will do what we are good at: Training good communists. The ideas of New Democracy, People's War, and the Mass Line can be perfectly applied to the feudal nation of Nepal. We will struggle with the liberal elements of the party and create cadre out of the rest.
The Nepalese people cry out for revolution and an end to their hardship, we will not let them down!
