We are the vanguard. A dedicated, disciplined, organized, and effective force of a few of the most class-conscious sections of the masses. In Taiwan these are some trained veteran Chinese revolutionaries integrating themselves and agitating and educating the Taiwanese natives in the rural regions. With the experience of decades of mass work and communist education and agitation under our belts, the conditions of the Taiwanese peasants are quickly being learnt and the mass line applied to them. We have already identified many hundreds of potential communists, now it is time to enter a great struggle for education and training of these potential cadre!

Every good cadre is a dedicated comrade that can organize land reform, arm peasants, and train guerrillas. Every ten good cadre increases that tenfold. Every hundred makes for revolution.
