Upon hearing of the Oromo revolt under Waqo Gutu, and supported by many Somali tribesmen, the President under consultation by the Minister of the WIS has authorized two missions to be conducted. The first, WIS members belonging to clans in Ethiopia shall be sent, claiming that they wish to escape from the Republic and enjoy life with their kin, upon successful infiltration they will meet with Waqo Gutu and inquire about what he needs to conduct his rebellion. They will approach him not as representatives of the Somali Republic, but instead just as representatives of "an interested party". As well during their stay, they shall begin to meet with the more prominent Somali tribesmen of the revolt and see what they can do to spread their influence. As is normal conduct on the mission, the WIS agents will speak using Arabic or, if necessary for secrecy, English.

The second mission approved by President Osman shall be an infiltration of the Huad and Ogaden regions, and meeting with the clans in the area. Their cover shall be as representatives of a clan in northern Somalia to discuss marriage contracts between the clans. Upon meeting with the clans of the Huad and Ogaden, they shall determine what their attitude is to either union with the Republic, or at the very least the creation of an independent state. They will then create a list of clans open to both options, and clans open to one option over the other, as well as what they will require for this to become a reality. If possible the WIS will push for the clans to seek a legal and peaceful end to these means, but understands if this is not possible.
