After more than a year and a half of training, the first batch of recruits of the WIS have finished training. Thus, after the return of PM Issa, their first true mission has been given to them. Under Operation Midnimo, 15 assets of the WIS shall be given the mission of moving to the Northern Frontier District of the British Kenya Colony. The assets will be chosen for their aptitude in manipulation, charisma, and from belonging to clans that are in the majority of the Somali population of the NFD, they shall be given the cover of simple clansmen who wish to reconnect with their clansmen and be given livestock to further build this cover. Once infiltration into the NFD is successful the assets shall make contact with the majority clans in the NFD, upon contact the assets shall find those open to Pan-Somalism and use whichever of the MICE methods they deem most effective and create Spy Rings in the NFD. Using these rings, the assets shall begin turning the Somali populace to supporting Pan-Somalism and support union with the Trust Territory to the north. After the poll in one year, these Spy Rings shall be decommissioned and all knowledge of them denied. However, should the results be tampered with and the NFD denied union with their northern brothers, the Rings shall remain active and await further orders. The assets will remain in the NFD for the rest of the year, and all correspondence with their handlers in the Trust Territory will be done in Arabic to prevent implication of the WIS.

As a secondary portion of Operation Midnimo, 10 assets shall prepare for travel to French Somaliland, and in this preparation shall spend 4 months learning basic French, enough to get around in French Somaliland. The same methods in the NFD shall be used in French Somaliland, with one exception. One agent shall be sent a month behind the other 9, this agent shall make contact with the French Somaliland politician Mahmoud Harbi who has shown to be a fervent supporter of Pan-Somalism. The agent shall allude to a possible meeting between Harbi and PM Issa, but make no concrete claims until his trust can be ascertained.
