Due to ongoing developments in Indochina, the Central Committee of the People's Republic of China has issued orders to officials in the Yunnan Region to initiate efforts aimed at enhancing the road and railway networks heading southwards. Currently, the only major railway in the region is the recently completed Kunming–Rangoon railway line. However, additional measures, such as building light rails, are to be implemented as temporary solutions for the Indochina region.

Nevertheless, the primary focus should be on the upgrading and modernization of the region's roads, making them capable of withstanding all weather conditions and accommodating larger and heavier traffic. Soldiers from the Kunming Military Region will provide labor and materials support to ensure swift construction and the successful execution of these improvements.

Despite the rainy season lasting from May to October, during which more than 800mm of rain is expected to fall, efforts should continue to advance these improvements. Special attention should be given to enhancing the roads to withstand such heavy rainfall, primarily through effective paving methods.
