While for the past year the Ethiopian State has operated under a provisional military government to operate in the post Feudal/Imperial era. As we move away from this old order, we will require new organs of the state to increase the ability of the revolutionary government to reform society. The Derg has announced its intention to form a new assembly to supplement the executive powers of the Derg itself. This new legislative/consultative body will play a key role in delivering the opinions of the common people and soldiery to the Derg.

The new order will be founded upon the principle that the military/armed forces is the base and vanguard of the revolution and the nation. In these dark times the military is the prime force that can modernise and rationalise our feudal society and move it towards modernity. The military has the most legitimacy as well of all institutions left in the country given its role in the national struggle against Italy in the 30s and the 40s. Now that we find the nation threatened by foreign powers on all sides from Eritrea to Sudan to Somalia, we must once again uphold the primacy of the armed forces in state affairs.

The armed forces will act as an institution that can run the state due to its higher literacy rate and educational achievement then any other branch of governance. Given the lack of any appreciable civil bureaucracy, the military bureaucracy must take up the role of state administration as well. With the introduction of conscription, we will use the armed forces as a way to teach important skills such as literacy to the peasants and people and lead them forward into the new era. It is only the military that can transform both the people and the nation and achieve the great progressive dreams of the revolution.

As for the make up of the new legislature, the consultative body will be 100 distributed between the various important branches of the armed forces and security apparatus, the following branches will elect the following:

• 40 seats for the Army

• 20 seats for the Airforce

• 20 seats for the Police

• 10 seats for the Territorial Army

• 10 seats for the Intelligence Services/Security Forces
