It has been a few years now since the great Bolivian victory over the forces of imperialism, where we faced down not just the counterrevolutionaries within our midst, but the very home of imperialism itself--the United States--and for the first time, won. Our shining example remains an inspiration to all of the Americas that resistance to Yankee capitalism is possible. Even as our cities were bombed by those seeking to prove that the revolution would inevitably fail, it has succeeded in spite of all that.
Yet, much work remains incomplete. Our cities have barely been patched back together from the war; the Boliviarian Army remains weak. While our political control is essentially assured with the elimination of all suspect elements from the country, there remains a great deal of work to be done. And, most critically, there are not enough good revolutionary comrades to do it. Bolivia is a rich land, with great potential, but it lacks the manpower, especially after the war, to do what is necessary to achieve full socialism in Bolivia. There are not enough people to cultivate the state farms, nor to run the factories that Bolivia needs to proletarianize the population.
While efforts have been made to induce natural population growth--and there has certainly been quite a bit of it, especially with a strict, one might almost say Catholic, attitude about preventing it and the free provisioning of liquor and cocaine--there are fundamentally constraints regarding how many people Bolivia can produce on its own. So, as a result, Bolivia has begun seeking workers from abroad whom might find a better life in Bolivia--for huge numbers of laborers will be required to meet the demands of what Comrade Fredo believes will be his crowning achievement, the Bolivian Great Leap Forward. As Comrade Fredo travels abroad for the first time to seek support from the Eastern Bloc and Non-Aligned Movement in his quest, Bolivia eagerly awaits its transformation to a first-rate industrialized power the likes of which Latin America has never seen.
