[Scheduled for September 8th 1951]
The Soviet Union crossed the Danube into Yugoslavia with the intention of overthrowing the anti-Stalinist regime currently in power. While we have no love for their Communist regime, their more "moderate" sensibilities and their removal in a Soviet victory in Yugoslavia may present troubling possibilities in regards to Trieste, exposing the Adriatic to Soviet naval installations, and most problematic: Soviet bases in Slovenia and Croatia. We must not be caught unaware of this. Thus the majority of our veteran and best-equipped units already present near the Yugoslav border be mobilized and prepared for any possible action.
