"The organizational model is clear - the Army is superior," Choe Yong-gon had declared. As Minister of National Defense, so his word went, and so it was done. The Korean People's Army would control the other branches of the military, into one centralized command intended to accomplish missions in concert. Korean People's Army Ground Force

Korean People's Army Air Force
The Army Air Force, with its associated but subordinate Air Defense Corps, ranks as the secondary force (the second of the Three Ways) within the KPA. Nevertheless, the focus by Transport Minister Ho Nam-hui on developing the civil aviation sector has assisted in the training of pilots for the KPAAF. The KPAAF is headed by Lieutenant General Wang Yong.
Korean People's Army Navy
By far the smallest force, the Navy nevertheless plays an important defensive and tertiary role, especially for the Korean peninsula surrounded by sea on three sides. It receives only minor attention in terms of prestige. The KPAN is headed by Rear Admiral Nam Il.
