Thousands of years of political theory could not have predicted the cascade of humanity’s progress throughout history, Great philosophers throughout history have staked their place in history as great men charting the world around them and attempting to make sense of it all. From Ancient Greece to Imperial Rome, from East Asia to the Americas, the words of scions continue to reverberate throughout human society continuing to influence the behavior and character of peoples, nations and governments. Perhaps there is no stronger example in Italy and dare we say the World, than the staunch devotion to the Catholic faith. The awesome power of the Catholic Church in Italy is unquantifiable, for thousands of years it has ruled from its citadel in Rome the souls of millions commanding respectable longevity in its relevance in Italian politics, Great men have tried and failed to siege this citadel, secularists, communists, liberals, Entire nations and governments rose and fell trying, and none succeeded. The Italian’s loyalty and fervent devotion to Christ and his teachings is incomparable and thus it is only logical that the final conclusion of this long road of revolutions, dictatorships, and political developments is the creation of the Christian Democratic state. Thus Alcide de Gasperi, in cooperation with his new centrist cabinet unveiled the new government program to parliament and to the public. Besides detailing new amendments to the budget, the program can best be summed up by its slogan: “Life, Labor, Family, and Knowledge”

Life

A good Christian understands that the preservation of life above all else is central to the teachings of Jesus Christ. Humanity was created by God in his image and came into existence upon a lush and green world full of his creations, God made us, and we must show our respect to God by protecting and loving his creation as much as God loves us. A God-loving state must not make distinctions between the lives of the sick, the elderly, the newborn, the disabled, the foreign, and the dispossessed. It must ensure the protection of Earth’s bounty and beauty, for damaging it is an affront to God and his creation. A state loyal to the faith must ensure its people are healthy, well-fed, and well kept, in an environment clean from the horrors of pestilence, hunger, and violence as well as being able to enjoy the creature comforts of God’s masterpiece.

-A reorganization of the health insurance system for sharecroppers, tenant farmers, and agricultural workers, with a flat-rate daily indemnity of 5% and 9% gross industrial wage, for a maximum of 180 days a year and free medical and hospital assistance provided through INAM.

-A reorganization of the health insurance system for industrial employees, with a daily sickness indemnity equal to 60% of earnings, for a maximum of 180 days a year, a funeral allowance, and fully subsidized medical, hospital, and pharmaceutical assistance through INAM.

-A reorganization of the health insurance system for service employees (e.g. banking and commerce), with a daily sickness indemnity equal to 60% of earnings for a maximum of 180 days a year, a flat-rate maternity payment, funeral allowance, and free hospital, medical, and pharmaceutical assistance through INAM

-New national regulations in place to reduce industrial pollution on historical sites, recognized natural sites, and residential hubs in cities. These regulations are somewhat relaxed in areas of heightened industrial activity and are given a 15-year grace period.

-The Italian National Park system would be founded in 1949 and tasked with surveying green and natural areas to protect and create nature reserves. Regions of interest include the Alpine regions, the Mezzogiorno, La Maddalena, Sicilia, Alto Adige, Valle d’Aosta, etc. Entry would be free of charge. A budget of $20,000,000 USD is given to the new service

-A national civil ordnance would be decreed promoting the construction of parks and recreational areas in burgeoning cities, respecting the character and historical value of each city

-A new food aid program would be institutionalized under the Italian Nutritional Distribution Program where low-income earners are eligible for a stipend equal to 3% of gross industrial wage where they can purchase foodstuffs in Italian markets and grocery stores. Food banks would be established across the nation and will hold offices where they can help people to register and help those who are unrecognized, dependents, or non-state folk.

Labor

A Good Christian understands that work is an immutable part of the human experience. Work is what gives life meaning, it is an objective to strive through, to better oneself in the cauldron of labor. Like the 12 Labors of Hercules, it is through our contributions to society in the workplace that we express our love to Christ and God, for he loves us and wishes us to become our best selves. It is through labor that society drives towards progress and we must make labor as efficient and as rewarding as possible. For unrewarding and back-breaking labor leads to weak and frail souls, a failure. We must ensure the pious who toil away building a future for the Italian people suffer no more.

-A Central Commission for Work Training and Assistance for the Unemployed will be set up with the task of monitoring the state of the labor market and the conditions of the unemployed, while regulations concerning the replacement of the unemployed into the labor market (collocamento) are introduced in tandem.

-Provincial offices for Labour and Full Employment will be established to supplement, with local sections, which organized waiting lists, training courses, and the allocation of available jobs, amongst other services.

-Unemployment indemnity is now increased to 20% average gross industrial wage and its duration is now extended from 120 to 180 days.

-Unemployment insurance is now extended to agricultural workers, and a special unemployment benefit (sussidio straordinario di disoccupazione) is introduced, paid under exceptional circumstances; flat-rate benefits are determined at a level between 90-180 days depending on the insurance provider.

-Vocational training and professional qualification programs for the unemployed are also introduced, along with a Fund for Professional Training of Workers. A myriad of training classes will be offered ranging from industrial, construction, service, agriculture, craftsmanship, and managerial.

-State subsidies towards Italian industries offering workplace accident insurance equal to 10% of gross average industrial wages, and paid sick leave of a maximum period of 90 days.

Family

A Good Christian understands that the family unit is a core structural practice that binds society together, the maintenance of the traditional family unit is a long-standing and staunch Christian value, Something the Christian Democratic state will uphold to its fullest extent. The mother must be given the opportunity to nourish and care for her child for as long as she needs to, and the father needs to ensure he is also present in caring for the children, for a strong and healthy life, one must require the love and affection of both, and the children must have the opportunity to live in wonder, curiosity, to enjoy life to its fullest once they become ready to become adults. And the family must live in comfort and security within the walls of dwellings, safe from the elements and insecurity, a place of harmony and peace of mind.

-A eight-year plan for social housing will be implemented to increase the stock of economic housing by means of construction or purchase of economic accommodation. A special housing fund (INA-Casa) within the National Institute for Insurance (Istituto Nazionale delle Assicurazioni, or INA) is also implemented.

-A parental leave program would be implemented where new parents would receive 80% of gross industrial wages for a period of 22 weeks paid for via social security.

-A maternity leave program would be implemented where new mothers would receive 100% of gross industrial wages for a period of 16 weeks paid for via social security

-A paternity leave program would be implemented where new fathers would receive 100% of gross industrial wages for a period of 8 weeks paid for via social security

-An extensive means-tested childcare and child benefits program would be granted to new mothers giving a stipend equivalent to 1.5% of gross industrial wage per child with additional tax benefits should the parent enroll the kids into schooling.

Knowledge

A good Christian understands that knowledge is the key to understanding God’s creation. The universe and its many intricacies are undeniable evidence of a grand cosmic design. Knowledge is the foundation of a state prepared and capable to launch itself into the future, confident and resilient. The learning process is as much of an integral process of the human experience as Life, Labor and Family, without learning, humanity may never achieve its better self straying further away from God’s grand design. If we are to reach the promised land, humanity must be enriched both in soul, mind and body, achieving all three will grant us that path, and God will smile upon us for the final triumph.

-A series of fellowships and educational subsidies would be granted to universities across Italy for bachelor, master, and doctorate courses

-A five-year plan for the expansion of Italy’s educational institutes, childcare centers, secondary schools, primary schools and the hiring of new teachers and service workers.

-Vocational Training towards technical jobs would be subsidized under new government-backed programs such as electricians, plumbing, construction, etc.

-Relax restrictions on research being conducted in universities across Italy and establish a National Research Fund where researchers can apply for grants for upcoming research projects.

-Expand facilities for existing universities such as Milan, Torino, Turin, Florence, etc. and begin construction of new campuses across the country.
