The Treaty of Paris between Italy and the Allied Powers stipulate that Italy is forbidden from the construction, research, development and deployment of capital ships, modern tanks, jet engines, rockets, nuclear technology and even certain naval artillery. The once powerful Italian armed forces is now reduced to a national security force, only strong enough to barely man it’s border and defend it’s coastline and skies. The signing of the treaty proves to be the deathknell of Italian military production capability as without a reliable market to sell in order to maintain a healthy R&D and business cycle, major conglomerates such as FIAT, Ansaldo, OTO, Caproni, CRDA, Macchi and others risk bankruptcy without government assistance in the reconstruction of destroyed or looted industry, and the inability to maintain a competitive edge against foreign weapons having the free reign to advance.
The security apparatus of Italy thus must not be overshadowed by the looming Western takeover of our military procurement, Military industry serves as a major employer as well as a source for innovation in aeronautics, chemistry and physics. Fortunately for the Italian state, these enterprises are private conglomerates and thus have the freedom to build or invest in other nations should they please, including R&D technical departments. Thus the natural destination has opened before us: Turkey.
The Turks have been welcoming Italian firms over to Istanbul to discuss the relocation of factories, workshops and research laboratories dedicated to technologies and weapons that would otherwise be forbidden if conducted on Italian soil. FIAT has agreed to relocate it’s foundry of armor plating in Milan over to Antalaya, where Turkey would agree to open the region for investment and construction. The region’s mineral wealth and proximity to metropolis like Ankara and Izmir would allow for large scale foundries for homogenous steel plating and parts. FIAT would also establish a workshop and research division in cooperation with the Turkish Army to help develop new modern tanks with the caveat of retaining intellectual property and all designs. FIAT would acquire 60% profits from the plant with dividends for Turkey increasing over time until 50%. Artillery mounts for the tanks will be imported from Italy.
In Golcuk, OTO would open an ammunitions plant where shells for the Turkish Navy will be manufactured under a 60% profit contract similar to FIAT. CRDA and Italian Shipyards at Gorizia, La Spezia, Napoli and Taranto would permit the establishment of torpedo manufactories in Izmir as well as the sale of 50% of Turkey’s old submarine fleet and decomissioned vessels bound for the breaking yards. Macchi has agreed to share R&D with the Turkish Air Force in exchange for the construction of a testing airfield and R&D workshop to conduct forays on jet engines and airframes.
