OXO On 9-cup - how do you clean the carafe top?

The screw cap to this coffee maker is hollow and has a drain hole in it underneath the rubber ring, but I cannot figure out how to keep it clean. It clearly accumulates small amounts of coffee and, as a result, gross sludge. I’ve soaked it and tried to shake out the goo, but it seems endless and I’m certain I’m not getting it all out. Can these tops be replaced or properly cleaned? Is this top just defective?
