How hard would it be to make an app like this?

In the App Store there is an app called Joint Triage.
I want to make an app like it which would be used by emergency services for sheltering purposes.
So for example,
It would ask questions like:
What’s the scenario? You could choose fire.
How many are displaced? You could type in a number.
Etc. etc.
The app would then reference a provided list and based on proximity, needs, priorities etc it would make a recommendation on the best shelter for your needs.
How hard would this be with no coding experience??
