Replacement wristband - policy + cost?

Wondering if anyone has tried asking this question to any official sources and got an answer...

In the past, if you had a wristband and **knew the code/already activated it** and it was lost/stolen/damaged for whatever reason, you would be able to go to will call and pay a fee ($35?) to get it replaced.

Does anyone know if this policy is still true?

And additionally if yes, would I be able to do it with a copy of the original purchasers ID?

Any help appreciated!
