30+ Min Queue Times (PC)

Playing on PC.
At all hours of the day or night, I am consistently sitting in queue for over 15-30 mins before dropping into a lobby. Sometimes the lobby will have ~25 people and fill up fast and start, and sometime it will be at ~98 and start quickly.
Ill often see the pop up window saying "we cannot find you a match"
What is going on? I live in the West Coast and my NAT type is open. Multiplayer launches alright, but blackout queue times are straight garbage.
Anyone have a fix?
