I think this would affect a couple key issues with gear's declining usefulness post-ascension and with the progression lag that comes with early transcendence. In CH1, there was at least one mechanic that would make the early parts of transcendence feel somewhat faster despite the major buffs being applied later on.
Imo, CH2 really needs something like that so it doesn't feel like we're starting from ground 0 for the first seven levels. It's kind of grueling to have to go through something like that every so often when we should be well beyond that point.
