Help with deodorizing a closet

Before we moved into our home the previous owner kept what smells like chemical fertilizer or something similar in the front room closet. It smells so bad we can't even use it, the smell transfers to anything left in there for more than a few minutes. We've cleaned out the closet, pulled out the carpet, tried charcoal bags and other deodorizer products, etc., but nothing seems to work. Any tips for removing strong chemical smells from small spaces?
