Is this rust? Curious how to clean if possible, we tried a magic eraser and didn’t do much 😵💫 would love advice!

Hey all, my gf and I are moving to a new place and trying to clean the stainless steel fridge. These marks were under a bunch of magnets that have been there for a few years.
Wondering if this is rust, or how we might go about cleaning it if possible.
