Pls help me to clean up this mildew/moldy balcony.

So I’m wanting to clean this balcony but there is years of mildew/*algae buildup that’s dried and caked on. What is the most effective way to clean/remove this as well as to bleach or whiten and sanitize it to kill this type of growth?

Would prefer not to have to use a big pressure washer as it will be quite messy for a smallish condo balcony.

Any help or tips/experience on getting rid of this sort of caked on grime will be really helpful and appreciated.
