Would vinegar cause this?

I sell online and a customer claims this was caused by washing with vinegar, but it looks more like bleach to me. Either way, I’m being nice and sending them a replacement upon agreement they will not use vinegar to wash the replacement sweatshirt. I’ve included this in my care instructions now, which already include to not use bleach to wash.

Thank you for your insight. I’ve never washed with vinegar so this was news to me that people do. It looks like bleach did this per the photo.
