Removing dried-in stain from white shirt

So I’m going to assume this has been answered before, so sorry in advance. But in short yesterday for Mother’s Day when I took my mother out to lunch I accidentally knocked over her wine glass. This stain, left from the rim of the glass I didn’t notice when treating the stain as looked like nothing than a ordinary wine spill. Thinking it was such, I threw it into the wash then the drier as I couldn’t visibly sight the stain when I removed it from the wash. I then sprayed it with Dawn power wash, and threw it in the washing machine for a stain treating load.

Here I am now, trying to remove the stain as the shirt was limited edition. I am hoping there’s something I can do to the shirt. Also for reference it’s 100% cotton.

To reiterate, I have washed the shirt, dried the shirt in the dryer, then sprayed it with Dawn power wash, threw it in a stain, treating cycle in my washing machine, then decided to let the shirt air dry.
