From wikipedia (I know, terrible source): An enabling act is a piece of legislation by which a legislative body grants an entity which depends on it for authorization or legitimacy of power to take certain actions.

Basically, an enabling act is a mandate to rule from an organization charged with deciding who has the right to rule which goes beyond the normal restrictions inherent in a constitution decided by said organization. For example, if I were a kid in charge of the cookie jar, and was told that I could give five kids one cookie per day by the teacher, an enabling act in this situation would allow me to give more cookies to more kids, or to give different types of snacks, depending on what I think is best.

Enabling acts have been used throughout history, some notable examples being the six-month dictator power given to Romans during times of war (Cincinnatus w00t) and the plebiscites under Napoleon. The Enabling Act of 1933 has more specifics, which I will list and go through as thoroughly as possible.

This Act was limited to four years, not several months, like other enabling acts. It enabled the government not only to create decrees, but even laws and treaties with other countries. These laws could deviate from the constitution, and there were no limits on the powers the dictator could take. Most importantly, neither the regions of the country in question nor the judicial wing of the country in question could abolish or alter the laws made under the dictator.

Now that I have gone over the concept and history of enabling acts, I would like to apply them to Orion. The Executive Council has seen a dropoff in construction activity since it lost Masilv, and I think that the reason behind this dropoff is that the Executive Council did not have enough power. It depends on the Legislature for too many reasons. An Orion Enabling Act would help the Executive Council reach its goals for the city by compromising democratic traditions without petty squabbling over who should be able to run what or who should be able to pass what.

If people like the idea, I am more than willing to write a formal proposal.
