In response to recent events, the UED council has proposed the following amendment to the United Earth Directorate Charter. The provisions are as follows.

• To repeal Article 1 Section A
• To repeal Article 1 Section G
• To add the following;

Article 2.

a) The United Earth Directorate shall operate as a ruling government on a federal level, and all resolutions and legislation passed by it are legally binding.

b) Each state retains its sovereignty, freedom, and independence, and every power, jurisdiction, and right on a state level. The powers not delegated to the United Earth Directorate, are reserved to the states respectively, or to the people.

Article 3.

a) The United Earth Directorate reserves the following rights;

b) To declare war and make rules concerning captures of land and water;

c) To provide for calling forth of militia to execute the laws of the Directorate and to suppress insurrections and repel invasions;

d) To make all Laws which shall be necessary and proper for carrying into Execution the foregoing Powers

This proposal will go into effect once ratified by a super majority of the UED council members.
