Clarifying what citizenship is, and what foreign national is. This amendment would prevent dual-citizenship. It also implements an actual citizenship process (living in FS, registering on the list) etc. The Fellow application summary is unaltered, mostly because there's already an amendment in process introduced by Gerbil

Citizens: Legally recognized subjects of the government of Fellowship. Citizenship is attained by (1) acquiring a residence within Fellowship territory and (2) by posting on the official citizenship thread. Fellowship citizens may not obtain dual-citizenship; acquiring citizenship in a foreign city, state, or similar political entity will result in a status-change to Foreign National. Only Fellowship citizens may submit applications to become a Fellow.

After three weeks of being a productive member of the town and owning a plot of land within the town, a citizen can call a vote to be made a Fellow and gain the right to vote in the National Assembly. Once a vote has been called, all current Fellows and Ministers/Diarchs vote or abstain and if the vote is unanimous (no votes against) then the citizen becomes a Fellow. Anybody who votes against the person joining, has to explain along with their vote why they think that the citizen would not be a good addition. If the reason is baseless as decided by the diarchs then their vote may not be counted against the person being voted on.

Foreign Nationals: Foreign nationals are property-owners within Fellowship who are citizens of another city, state, or similar political entity. Registry as Foreign National should be done via the official citizenship thread. Foreign Nationals may obtain Fellowship citizenship at any time by rescinding their citizenship in other nations and then updating their post on the citizenship list.
