Summary
Changes the election process to let citizens vote. Citizens may only vote for an active fellow. This addresses two primary concerns: (1) the diarch should be the voice of the people. Last I checked, citizens are people too. (2) The problem of a sudden influx of new (or foreign) voters 'rigging' or swaying the election - only Fellows will be eligible to run. This should eliminate people who don't have Fellowship's best interests at heart. If we don't trust Fellows then something is deeply wrong with the system, and it's more than just an issue of voter eligibility.
Makes foreign nationals eligible to vote if they meet two conditions - (1) Own a personally improved-upon plot in Fellowship, and (2) have resided in the city for 2 weeks. Pointy makes some good points, there are plenty of foreign nationals with more of an interest in Fellowship than someone who moves in yesterday, they shouldn't have less voting power. "Personally improved" means that someone can't just buy an auctioned off plot with a facade and become eligible. 'contractually' allows people to hire a designer, but forecloses the issue of whether a previous facade counts toward 'improved land'
Introduces run-off voting in the event of a tie between candidates.

1.1.2 Representative: The Representative should symbolize the Will of the People and shares the same roles and duties as the Sovereign. Since the Representative in power changes with the will of the people, they should be always working towards the best interests the of the people. The Representative is chosen by a vote at the beginning of every month. Only Fellows may run for the position of representative diarch. In these elections, all citizens may cast a vote. Foreign Nationals may cast a vote if they (1) own a personally or contractually improved-upon plot in Fellowship, and (2) have resided within the city for two or more weeks. The Fellow with the most votes wins the election and becomes the Representative. In the event that the Representative relinquishes their role or can no longer fulfill the duties of their role, a vote will be held and a new Representative put in place.
In the event of a tie between candidates, the elections will be extended for 24 hours to allow for run-off voting. Only candidates who are tied for the most votes will remain eligible for these run-offs. Voters must choose between the candidates who have the most votes. A vote that has already been cast in favor of a run-off candidate will count even if it is not re-affirmed. The run-off voting process will repeat (each time with an extension of 24 hours) until a single candidate remains.
Citizens: Citizens of Fellowship. A citizen must reside in Fellowship in order to register. Registry is done via a post on the Citizenship List. Citizens may not vote in the National Assembly or on Fellow applications, but have the ability to vote for Representative Diarchs. After three weeks of being a productive member of the town and owning a plot of land within the town, a citizen can call a vote to be made a Fellow and gain the right to vote in the National Assembly. Once a vote has been called, all current Fellows and Ministers/Diarchs vote or abstain and if the vote is unanimous (no votes against) then the citizen becomes a Fellow. Anybody who votes against the person joining, has to explain along with their vote why they think that the citizen would not be a good addition. If the reason is baseless as decided by the diarchs then their vote may not be counted against the person being voted on.
