This is a combination of 0ptixs' activity/inactivity label and the strike system I proposed before. Instead of introducing legislation that would strip title, the vote would instead consist of changing status to active/inactive Fellow.
Inactive Fellows won't count towards National Assembly vote count requirements (ie, if there are 30 Fellows but 9 are inactive, then only 21 active fellows count toward vote requirements: 2/3 = 14, 1/3 = 7).
It's also extremely easy to either declare yourself inactive or active and change status at will, so it should not be seen as a punishment or punitive measure - rather something that will increase the capacity of the National Assembly to pass legislation.

As a body of people, the Fellows of Fellowship make up the National Assembly. The power of the Assembly rests in its ability to bring issues directly to the attention of the leadership. Constitutional Amendments can be raised to a vote when â…“ of Active Fellows support a change within the Constitution. The reason that there is a â…“ requirement is to encourage active participation within the overall structure through in-game and Subreddit campaigning, and active participation in discussions surrounding the issues presented in the Bill. This is also to limit the amount of proposals that can be funneled to the Diarchs, to ensure that there is at the least a minimal consensus among the citizens of Fellowship. Once the Bill has obtained â…“ of the Signatures of Active Fellows, an official Thread may be posted by the Citizen spearheading the Amendment.
In the official Amendment Thread, Active Fellows may cast one vote towards the topic and explain their reasoning behind their decision. Each Active Fellow is allowed one vote and one post in the official thread, though they can choose to abstain from the vote as well.
If the Proposal is agreed upon by â…” of Active Fellows, then it may be passed to the Diarchs for a consensus. The Diarchs, to the best of their ability must approve legislation that furthers the development of the nation unless it is conflicting with the welfare of the state, or the constitution.
[Additional Clauses]
This law will establish two distinct categories of Fellows, Active and Inactive. This category is applicable only to political participation. Active and Inactive Fellows are of equivalent status in every other instance (with the exception of ministerial positions, Diarchs, district leaders, etc).
Only Active Fellows will be counted towards the number of votes needed in the National Assembly. Only Active Fellows may vote on legislation and issues of the National Assembly. All Fellows may vote on new Fellow applications.
All Fellows are assumed to be Active unless either of the two following conditions are met:
A Fellow declares themselves Inactive. No reasoning or explanation is required. A post on the subreddit, a declaration in Mumble, or a message in-game will all constitute sufficient indication of inactivity.
1/2 of the National Assembly votes to declare a Fellow Inactive.
An Inactive Fellow may change their status at any point by simply posting to the subreddit, announcing in mumble, or saying in game that they wish to change their status back to [Active]. Any subsequent vote counts will use the new number of Active Fellows, but total vote requirements established beforehand will not change retroactively.
TLDR: Active Fellows count for votes in the National Assembly. Inactive Fellows will not. Status can be easily changed back and forth.
Sponsors: 17 Fellows in the National Assembly (19 - 2 Diarchs), so 6 are required to introduce the bill and 11 are required to pass it (rounding to nearest whole number)
