TLDR: War Powers Act will limit the authority of the Diarchs (or any other representative of Fellowship) to initiate offensive military action on behalf of Fellowship without prior approval by the NA. Defensive actions still allowed. NA votes on confidential military matters will be conducted in the Fellowship Secure subreddit. Please PVP responsibly.
Following the events of Grundeswald v NEA, I think we need more formal measures prior to Fellowship declaring war or ending neutralities.
The decision to invade/pearl Grundeswald (yes, I understand that it may not have ultimately been carried out) was made by only a few individuals in Fellowship, but it's affected the entire state's reputation.
We're all citizens/fellows involved in Fellowship, and we are certainly all affected if the leaders decide to go to war - by being exposed to retaliation, having to join the war effort, emergency war time taxes (if it comes to that), etc. Even if it doesn't come to war, incidents like this affect the overall reputation and credibility of Fellowship, which may influence foreign business, friendships, etc.
As such, I propose that any offensive measures undertaken by Fellowship must have the PRIOR consent and approval of the National Assembly. Diarchs or any other members of Fellowship may not engage in offensive actions on behalf of the state without legislative action by the NA. This proposal would not restrict individual action - you are still free to act as you like, pearl who you want, etc - but you cannot claim the force and name of Fellowship.
I believe that this will limit the consequences of most actions to individuals rather than Fellowship as a whole. Obviously, if the NA has voted in agreement then Fellowship as a whole will be involved and is in it together.
[Formal Proposal Text]: No citizen, Fellow or Diarch of Fellowship may engage in offensive action on behalf of the State without prior approval by 2/3 majority of the National Assembly.
Disclaimer - This is not intended to include defensive actions. If the Hexagon is under attack then it should clearly be within the Diarch's or the Minister of Defense, etc authority to lead a counter-attack. For the purposes of this amendment, 'offensive' is defined to mean "an aggressive projection of military force to occupy territory or preemptively defeat or cause damage to a non-aggressor." Definitely a WIP definition but that should suffice for now. It doesn't prevent the diarchs from making verbal threats of force but it should cause anyone representing Fellowship to think twice before making claims of war, as it would require NA vote.
This would, however, include things like snitching territories controlled by other nations, property damage, theft, etc with the intent to damage another state's resources or infrastructure.
Confidentiality concerns - I understand that certain military actions need to be planned and conducted in secret. There is an easy work around to this - add all Fellows to the Fellowship Secure subreddit, and the NA vote can then be conducted exclusively in there. This would limit knowledge of military plans to Fellows, while still allowing for discussion and consent of the NA. There shouldn't be any Fellows who aren't trustworthy or capable of keeping things confidential - if there are, then they shouldn't be fellows in the first place.
This is a really informal write up because it's a bit reactionary and the last amendment was too long for people to read, anyways. Suggestions and comments appreciated, I'm willing to negotiate terms of the proposal in order to reach the 4 other backers needed.
