"This will never happen" comments aside, should the international community agree to set a limit to how many layers any given nation may build their vault? Why or why not?
I think the admins changed the scarcity of reinforcements in order to artificially limit vaults. I think that was a failure of the nations of CivCraft. Limiting vault size by agreement could allow nations to distinguish the power-hungry from those who simply have vaults for security and to reinforce reasonable intentions. If you look at both the Nox vault and Playpen, both were essentially "nukes" pointed at whoever dared to oppose. An agreement on limiting vaults, in my mind, is similar to nuclear disarmament agreements. Any nation who does not abide by this (North Korea) would be viewed as hostile, and thus reasonable nations would have justification to take them down before they get too many nukes.
