I'd like to take a moment to tell everyone to just relax.
Reinforcements are not set in stone, in fact, the costs are certainly going to go down as launch progresses. The nature of reinforcements may alter completely yet again. What is great about how the Admins are doing it is they have control over this, they CAN change how reinforcements will work on the fly.
The Admins have told us multiple times the plan for reinforcements, and people are refusing to listen. They continuously repeat the same arguments when the admins have already told us they are working on it and they have a plan.
What everyone making posts about reinforcements is doing is making predictions based on incomplete data that is going to change as we use it. The Admins claim to have the tools to collect data to reach a perfect equilibrium with reinforcement cost, and if that claim proves to be false, then people can get angry.
In 3.0, the Admins have more power than ever to balance the game on the fly, and to respond to the complaints of the community. Data will be collected, complaints have and will be heard, and adjustments can be made to return the system to equilibrium. Compare this to 2.0, where it was difficult to collect accurate data and to make logical adjustments. The Admin Team has been working hard and we should be supportive of them.
If people do complain about grind, even 'quit' over it, and if there are extreme problems with protection of wealth, the admins can and will scale back the costs. Who knows, a few weeks in costs may be similar to 2.0 levels. We need to wait and see how things actually pan out, and how things will be in practice before we start going mad over things and proclaiming Civcraft ruined forever.
tl;dr: Let's just see how things pan out OK?
