Mumble is down while we setup the main server for 3.0 testing

We are trying to get a good and standard setup for all the server machines, so I'll be playing around with an auto-setup script for that.
It might be worth it to move the Mumble server over to the public aux services VPS (the one that's hosing the forum and jenkins), its not like it can't run it.
