If your reinforcements are messed up look here

If your reinforcements got messed up you should be good to re reinforce those locations and have them persist. If you are missing reinforcement materials please message modmail with the amount missing and after checking logs you will be reimbursed. If you got the strange bug where they are reinforced to a different group or something else include that in your modmail. If you have an existing modmail please update it with the additional information.
