This is probably a ludicrous shitpost, but here goes.
There are three different Civcraft traditions. The pragmatists, the politicos, and the coolpvpers.
The pragmatists are focused on things like accumulating real wealth in diamonds, collecting high-end gear, and making megabuilds.
The politicos are interested in making nation-states and countries, putting political ideologies into practice, and playing about with Minecraft's political potential and properties.
The coolpvpers want to cool pvp.
The two traditions most opposed to each other will, of course, be the coolpvpers and the politicos. The pragmatists will be loyal to one or another, depending on whether their tendencies are constructive or destructive, and serve as the workhorses which power the visions of the coolpvpers and the politicos, to destroy or create, respectively.
Most other Minecraft servers do not have this kind of diversity in gameplay traditions. For example, on a hardcore faction server, you will only get coolpvp types. On a vanilla survival server, you will get pragmatists. Pragmatists have no interest in a server where they will get spawnkilled, and likewise, coolpvp types have no interest in a server where they will get banned for pouring a lava bucket on someone. They will instead go to their respective servers which are best suited to their gameplay preferences.
At the moment, however, Civcraft attracts multiple different traditions, and their gameplay interests are clashing. We had a war for many months in which Titan was taken over, and others were threatened. As a result, many pragmatists and politicos could not play the way they wanted, and were forced into playing on the terms of the coolpvpers. That is not good.
Some have suggested a complete clampdown on PvP, to make it boring, a grind, a chore. But likewise, that will repel the coolpvp tradition. Ttk stated that Civcraft "has been at its best when falling apart." So we need a settlement which will settle both sides.
Around a century ago, on an island in Western Europe, two groups of people were kind of at odds over what they wanted. Each side was diametrically opposed to the other side and their objectives. If one side got their way, a significant majority would end up getting the exact opposite of what their way was. So the island was partitioned. One side got the north-eastern sixth of the island and the other side got the rest, and they were each allowed to do what they wanted to do. I live in one of the countries formed as a result of that partition, and it hasn't worked well in the slightest, because one of the sides kind of oppressed the other through a majoritarian parliament, but that won't be a problem here. Partition is what we need here, between the politicos and the coolpvpers, and the pragmatists respectively loyal to each side.
To this end, I suggest dividing the server into a 'War' section, and a 'Peace' section, each with separate worlds, tied with BungeeCord. PvP, griefing and raiding will be possible in both worlds, however:
- War will have very low factory costs for swords, exp and armor, whereas Peace will have very high factory costs
- War will have weapon enchantments beyond what is possible in vanilla Minecraft, while Peace will have no weapon enchantments
- War will have weightless armor, Peace will have heavily weighted armor
- War will have strong swords and weak bows, Peace will have strong bows and weak swords
- The War map will have less resources, the Peace map will have more resources
- War will have weak reinforcements, Peace will have strong reinforcements
- War will have a long Combat Tag period, Peace will have a short period
As a result, the politicos will stay in Peace and make cool stuff, and the coolpvpers will stay in War and cool pvp. The list isn't exhaustive; I expect many other measures to make PvP and raiding easier or harder could also be introduced.
In the future, more servers with varying ease/difficulty of PvPing could be added too.
