It looks like a router somewhere in the OVH datacenter has failed and is not delivering traffic to Civcraft correctly, resulting in high rates of dropped packets both in and out of the server for most connections, some people seem to be unaffected.
A router issue is usually data-center wide, so I expect someone is running around with their hair on fire working on fixing this. Sit back and let them do their jobs.
I am monitoring the situation via a clever proxying solution (when you have enough servers you roll your own proxies), if this isn't fixed in a couple of hours I can figure out how to create a reverse SSH bridge between the new forms server and the main Civcraft server allowing you to connect to Civcraft through it (internal data center routing seems to be working fine between these two machines)
Regardless, in the meantime sit tight.
Edit: Seems to have been resolved.
