This is draft 3 from the subreddit devoted to this. Noteworthy highlights:
Everything about any armies or not armies or consequences for not following resolutions or anything about what opinions or stances on any particular subjects would be held, etc. have all been left out of the charter and would only come about by resolutions proposed and voted by nations. The charter itself doesn't commit to any of those details. It is only about operating and debate and voting procedures for how the actual actionable content is generated.
Resolutions are only binding on nations that voluntarily ratify them after being passed. This is a coordination and discussion forum first and foremost, not a community that coerces members into doing things in and of itself.
Several protections have been put in place to defend against belligerent nations joining just to screw with the UN. If you see any glaring loopholes still remaining, though, please point them out.
