In situations where multiple people own a reinforcement, the creator should have the choice to make the reinforcement a regular reinforcement, or a consensus reinforcement.
Regular reinforcements would be what we have at the minute; if multiple people own it, any one rogue owner can clear all members and spark a coup.
But with consensus reinforcement, any change in permissions would have to be approved by a set number or percentage of the other owners, as determined by the creator through a command.
It would open the door for truly having multiple owners in practice, and would make politics more necessary, reducing the clout PvP has. In particular, it would be useful for a Civcraft UN, if one is created with security/defence responsibility, because it would allow multiple vault owners and stop a minority taking control to the detriment of a majority.
