If you've played since the update, hunger is depleted much quicker, it also gets depleted faster when you're regenerating health.
I made it so there's now a probability of health going down. The value might need tweaking but I just put it on civpvp and 0.25 seems about right. That'll make you lose hunger at a quarter of the rate we are on civcraft at the moment.
If you want to try it out and comment on whether 0.25 is right, hop onto CivPVP and see what you think. You'll need to be outside of spawn area so you don't get food regen.

So after a bit reading into the mechanics I found a better way.
The new changes would just give x points of saturation every time you lose a point of hunger. It lets us slow hunger loss down in a fixed way and without doing anything resource-intensive.
It will also add the saturation when you eat the food, so it's a buff to that to combat the much quicker initial saturation loss.
The new version is up on CivPVP with hunger_slowdown set to 4 if you want to see what it's like.
