I present to you a little server experiment I have been meaning to try. This is a 1.5.1 bukkit server running Citadel PrisonPearl. However, it differs significantly in play style from Civcraft.
The map is a "Hoth" world generator and generally produces mountains of impregnable snow and ice. To get to stone layer you must dig through dozens of layers of solid snow. Sometimes stone with ore pokes out of the snow in isolated mountain ranges.
Basically, all resources are extremely hard to find.
Wood can be found as frozen logs, or as planks in rare research stations, or in natural caverns
Dirt is very deep down
Food is hard to come by, seeds may only be in the natural ravine unless you can find a chest
There are a few effects from the map gen:
Ice and snow does not melt unless you go deep down
Plants and crops will not grow unless inside or underground
Fun things to find
In addition to this, the world border is a 2000m radius circle. This means everyone will be fairly close. However these is NO NETHER. This was a disputed feature of Civcraft, and despite the resource benefits it has been disabled unless the server body requires it.
There is a randomized loot system with some interesting effects, if you don't get killed by the somewhat ridiculous amounts of monsters. I managed to get a legendary diamond hoe with many great combat abilities.
Current mod suite:
Randomized mob abilities (flaming mobs, tough ones, etc)
Randomized loot/drops and identification system, you'll have the mobs using these tough items
World Border (2000m radius circle)
Anti cheat anti lag
Random spawn location
Dynmap (http://smp.mtn.cc:8123/)
Auto back-up

This is definitely an experiment, and if everything goes horribly wrong I will be working actively to try new things.

The entire map has been pre-generated. I'm not sure about how fast my rackmount server will perform, I have never pushed it this hard.
Server rules:
- No hacks/significant client mods -- no x-ray
Server commands:
/ctf: Enter citadel fortification mode. Uses the current held block as a fortification material. Use this command to reinforce blocks with citadel as you place them.
/ctr: Enter citadel reinforcement mode. This is to reinforce already-constructed structures with citadel blocks. Hold smooth stone, iron, or diamond and type /ctr.
You can create groups to give multiple people permissions for doors and chests.
Tips:
Wood can be found deep in the ice or sometimes in cave entrances. Look around.
Raid the pregenerated structures for valuables.
You can melt ice starting at about level 24 (once you get into the stone layer again)
Get equipment from mobs that are carrying them

A way to acquire blaze rods and ghast tears (nether is DISABLED) -- by popular civcraft request. However the potions are an integral component to PVP. Maybe I will just spawn blazes and ghasts in the overworld!
