The Constitution of the New Civcraftian Order

Statement of Purpose: The New Civcraftian Order strives for a powerful and free people. No one will need live in fear of attack or wrong doing. The New Civcraftian Order will seek equality for all Players, regardless of gender, age, or ethnic background. The New Civcraftian Order will also help manage any less powerful countries or nations by offering a helping hand in a time of need.

Section. 1. All legislative Powers herein granted shall be vested in the New Civcraftian Order, which shall consist of a House of Representatives.

Section. 2. The President will have to power to hand down his title to anyone he deems necessary. There is no limit on how long the president will hold a term. To become President, one must have been with the New Civcraftian Order for no less than four months. The House of Representatives shall be composed of Members chosen every second month by the New Civcraftian Order. No Person shall be a Representative who shall not have attained to the Age of two months, and been one month a Citizen of the New Civcraftian Order. Representatives and direct Taxes shall be apportioned among the several districts which may be included within this Union, according to their respective Numbers, which shall be determined by adding to the whole Number of free players, including those bound to Service for a Term of Years, and excluding players not taxed, three fifths of all other Persons. The actual Enumeration shall be made within three Years after the first Meeting of the Congress of the New Civcraftian Order, and within every subsequent Term of three months, in such Manner as they shall by Law direct. The Number of Representatives shall not exceed one for every twenty, but each district shall have at Least one Representative. When vacancies happen in the Representation from any Districts, the Executive Authority thereof shall issue Writs to fill such Vacancies. The House of Representatives shall choose their Speaker and other Officers; and shall have the sole Power of Impeachment.

Section. 3. In order for someone to be bound to Service for a Term, hereby known as “Pearled”, the “Pearler” is subject to present evidence to prove beyond a reasonable doubt that the “Pearled” Player is indeed guilty of a “Pearlable” offense. Such offenses include: Theft, Murder, Griefing, Assault, Inciting Riot, Interfering with a Security Task Force Mission, Pearling without Reason, Refusal to Comply with all Laws of the New Civcraftian Order while within its Borders. If a Player is guilty of “Pearling” without reason, he will have the option to give up the pearl or be pearled himself.

Section. 4. The President will have the power to veto any laws he deems necessary or unlawful. If a law is vetoed, the House of Representatives will revote again. If the law passes a second time, the President cannot veto it. The President is to be regarded in the highest degree. He shall be addressed as “Mr.President”, “The All Powerful”, or “Supreme Leader”. Anyone caught calling the President a “King”, “Tyrant” or “Dictator” will be dealt with swiftly and severely.

Section. 5. Meetings will be held every month in the Capital City. Anyone is open to attend. Those who bring weapons or wear armor will be required to check them at the door. At the opening of the meeting, the National Anthem will be sung by all in attendance. Guards are to be posted inside and outside during the meeting to help ensure safety. Players will be notified of these meetings by posts on message boards or on the “sub-reddit”. At these meetings the President will speak about the state of the Country, any problems, establish new taxes, announce the current vault contents, and make a speech. New members of the House of Representatives will also be appointed if applicable.

Section. 6. The House of Representatives will vote and decide on any new laws or bills that come before them. They will help manage and set taxes. They will vote on annexation or on any court cases. The House of Representatives will live in the Capital City, guarded at all times from any threat.

Section. 7. The Minister of Defense is to be appointed by the President of the New Civcraftian Order. The Minister of Defense will be able to assign guards and troops to any cities, nations, countries, or towns. The Minister of Defense is a commanding officer of the New Civcraftian Army and shall be treated as such. The Minister of Defense shall declare wars with consent of the President and House of Representatives, sign peace treaties with the consent of the House of Representatives, appoint guards, create divisions, and manage the Vault and all other Inventory.

Section. 8. Any amendments to the Constitution will be voted on by the House of Representatives. The vote must pass by majority. If there is a tie, the President will determine.

Section. 10. If the Minister of Defense and the President determine that the country and its citizens are in any threat, the country shall be placed on “Lockdown”. During lock down the President will have final say and civilians are highly discouraged from leaving the Capital City. Guards will help enforce curfews and any disagreement with the Guards will result in immediate detainment.

Section. 11. If the President is killed or imprisoned during combat or otherwise, the Minister of Defense will decide who the next President will be.

Section. 12. Taxes are to be set at twenty-five iron ingots per month, one diamond per month, or fifty gold ingots per month. A town, city, state, or nations taxes will be determined by the total number of citizens.
