Tactful has recently alerted me to the fact that player radar functionality is the only radar functionality allowed:

Nonplayer entity and chest radar are therefore completely disallowed functions in the exact same sense that nodus is allowed, but not freecam, or the sense that world downloader is allowed but not the breaking of blocks in a downloaded world.

It is plain to see that he has chest and entity radar enabled, and these functions are defined as cheating by the rules. He is seeing chests and entities through the map in real time, which is a function that is not allowed.
This viewing of entities through the map is functionally identical to x-ray and therefore bannable, as indicated by the following precedent:
Case 1: IPartyOnYourDog A player posted a video of themselves walking around using nodus with x-ray enabled on the server to see the location of chests. This was considered sufficient evidence for a ban.
It is clear that using Radar as a stand-in for an x-ray texture pack or mod does not fundamentally alter the facts of the situation.
Just like World Downloader, radar is a tool, and it can be misused in a way that is equivalent to x-ray.
