Ambiguity around bill of Rights and Trial interpretations

Under the Bill of Rights (BoR) in the National Charter, there is no definition of a "Yoahtlan". Further there is no distinction between a "Yoahtlan" and a "Yoahtlan Citizen". These distinctions matter because of the interpretation of the BoR can impact the rights of a person who is a "Resident" or a "Citizen".

Further, the case law and precedent is not accurately recorded as public record. Leaving past Judge interpretation not concrete and leaves room for 'Adjustment of Historical Precedence' and/or the ignorance of precedence.

The undefined terms in the BoR leave cracks in its applicability to the people of Yoahtl, and I believe laws, especially our BoR, should be forthright and highly descriptive to protect Yoahtlan rights.

I propose the development of definitions of "Yoahtlan", "Resident" and "Citizen" to be written into the BoR and approved of by 2/3 of players recognized as "Yoahtlan" and all of the Yoahtlan Council (As per Article VI, [Also constitution is used in Article VI and is not defined]).

I propose that the procedure of public record of all trial decisions be codified in Law and approved of by council.
