What causes the multiplier on unit cost?

Been playing some CIV VI again. I just have Vanilla as I am broke and haven't gotten the new parts yet.

One thing I noticed is that units quickly become prohibitively expensive, especially for new cities. I can see when mousing over that the unit has a base cost, and then a much higher actual cost. I'm not sure how or why the game ups the cost from the base cost and what I can do to prevent or otherwise mitigate the inflation.

Does anyone know how or why this is done in Vanilla CIV? Can anyone recommend a mod that gets rid of this multiplier?
