I think there are still a number of issues the Senate needs to discuss and vote on....
In no particular order
Prefecture or Province of Gallia for Bloodhound98
**Note: this isn't the entire territory we're calling ''Gallia'' but just South Gallia.
As can be seen here, Bloodhound98 applied for and was given tentative approval to start a prefecture by Nova after the Senate didn't really do anything.
A few things to go over here:
This should be at least retroactively approved by the Senate as constitutionally required.
To me his application and the fact it sounds like he has buddies with him makes this sound like it falls into the category of a full blown Province, not a Prefecture. (Prefectures are city or town limits, more like 1-2 person build towns, while Provinces are much larger areas with potentially multiple towns, an established government, a local population, ect.)
Who are Bloodhound's friends? They should be enrolled in the Census as residents of the Province/Prefecture.
Roma Defense Act
We need to address the issue of security, Nova took a crack at it, but it didn't get much traction...

Roman Defense Act
Section 1
The creation of a thourough and effective snitch network for the nation shall begin. Jukes should be placed evey 150 blocks on roads, with 1 noteblock in between. All cities and towns must have jukes every 50 blocks in a grid where it is feasable to do so.
Noteblocks will be placed along the coast lines every 100 blocks, same goes with rails. All railway stations should be covered in a juke grid consisting of snitches 30 blocks apart.
Section 2
A rail to connect us to Lexington is to be completed in 1 weeks time.
Section 3
Mandatory PVP training at least once a week for an hour, this shall vary depending on the indivudual, we must be able to defend ourselves.
Section 4
Production of 5 Prot suits and combat loadouts to be handed out to our most competant fighters, you must complete at least 4 PVP training sessions before being considered for one.
Section 5
All active citizens will participate in designated mining to pay for this bill. Each citizen will be able to keep 15% of what they mine. The remaining 85% will be deposited into the treasury to fund this bill. we can discuss in trusted @Senator
Treaty with Yoahtl
The Senate needs to ratify the agreement with Yoahtl.
We should have an official copy of the treaty on a drive for reference and probably in-game when we get to that.
The following terms have been agreed upon by St_Leibowitz, Alcuahtl of Yoahtl, and NovaCeasar, Princeps of SPQR:
Both parties agree to not attack the other.
Both parties agree to work towards a peaceful resolution of conflicts or other issues that arise between them.
Both parties agree to decide the fate of players wanted for a crime or crimes in the other nation on a case-by-case basis, and respect those decisions These terms are confirmed by SPQR, and will be confirmed in comments by Yoahtl.
Treaty with Lexington
Now the Northern Republic
I think we officially ratified the Treaty with some minor opposition.
We need to add the treaty's official copy to the annuls.
Impasse Discussion
If the Senate hasn't already done so, it needs to ratify the treaty.

Citizenship and Census Laws
I think Nova has the authority to go ahead and enact this as she's the head of the immigration process; it doesn't need Senatorial approval, strictly speaking, but it would be nice if we could get some consensus that this is good-to-go
We need a Census, we need a process to apply for and grant citizenship. We should go further and figure out an integration or welcome package that goes into welcoming new citizens.
Dereliction Laws
We really need to get some dereliction laws on the books.
The Senate needs to discuss, amend, and vote on this.
We need this to outline how we deal with run down and abandoned properties, how to reclaim them, so citizens feel safe and we are covering our own asses in the process.
Election Guidelines
The Senate needs to discuss and amend any changes they would need for an approving vote.
Some of this is eligible to just be waved into action by Nova, as she's the judge of the elections, but still it would be nice to have a standing law with Senatorial approval.
This is needed so we have an on the books guideline for how elections are conducted.
Vaults and Pearls Law
We need to have some guidelines on the books for how we handle pearls inside our territory; also we want to make sure we can identify vaults and bunkers our citizens own and those that are unwelcome threats.
The Senate needs to discuss, amend, and vote on this.
Builders Guild
As a private citizen ChewyCeasar has the right to found a private group/business, a "Builds Guild". There is no question about that.
We should have him make a post on our subreddit here to just outline what it is, what they want to do with it, and some way to keep track of membership, ect.
Basically just acknowledge it and outline what it is; as it stands I don't really know myself.
The Census
Here is the ongoing work-in-progress Census I have been working on.
This is coupled with the Citizenship and Census law as mentioned above.

I'm going to publish a copy ready or not within the next few days. Please help correct errors for your own information or the information about other players you know about..
