Dereliction Law

Proposal for the following clauses make up the law regarding derelict properties in the S.P.Q.R.

  1. Properties meeting the criteria for dereliction can be reclaimed by the state to be re-purposed or resold.

  2. All private property recovered from a derelict properties to be set aside and preserved by the state for the event the rightful owner returns; at such a time the recovered property will be returned to the player.

  3. Recovered properties should be set aside in dedicated chests labeled with the owner’s name in the treasury vaults under the (To-Be-Built) Temple of Saturn.

  4. A property that is to-be deemed derelict must have at least one sign placed at every entry point into the property; properties without structures to have entry points will have a single sign placed somewhere on the property. The sign should be filled in similarly to: “Marked for Dereliction by: In-Game-Name”. Also, a public post announcing the dereliction will be posted to /r/civSPQR.

  5. Derelict properties are repossessed by the state after 14 days (2 weeks) have passed from the time the announcement of the dereliction is made; if at any point the owner of the property returns and makes it known the dereliction process is halted and reverted.

  6. When the property has officially become repossessed by the state an appropriate official can order or begin reclaiming the property in-game. All blocks recovered from the property are to be reserved in the manner stated above.

  7. Players taking a leave of absence who wish to avoid dereliction can request an exemption at the discretion of the Prefect responsible for the district the property resides in. If there is no Prefect this exemption is decided by the Consuls.

  8. Properties that are undeveloped can be reclaimed at any time by a vote of the Senate, foregoing the process outlined above.

  9. Any purchasing price paid for land that has been deemed derelict must be returned by the state to the original owner upon their request.
