Let the healing begin?
In looking at the short history of civ genre servers I have seen that very few civ servers if any (with the exception of CivRealms) have lasted or thrived without at some point in their history having a surplus of funds or support to operate by and or by making griefing banable for a time.
Here are the three main types of interactions we see happening on the server, with descriptions:
Griefing - When an individual or group causes excessive and intentional damage to another person's or group's property with the intent of causing them harm and/or grief (a.e. sadness, discomfort, anger, hopelessness).
Raiding - When an individual or group makes an intentional attack upon another person or group and/or their property with the intent of seizing their property or achieving a political objective.
Salvaging- When an individual or group desires to collect the resources belonging to another group which been deemed inactive. Determining another group is inactive requires trying to confirm none of the group's members have been active with a period of time that is deemed the limit for inactivity. -- Determining the difference between salvaging and greifing is a matter of opinion. It would be best if the staff had their own definition on what period of time constitutes a period of inactivity. As well as what are the minimal actions that should be taken by a group wishing to perform a salvage to confirm the other group is inactive.

Putting this in action:
If griefing was to be made ban-able it would be at the sole discretion of the staff once evidence had been provided.
This would only be a temporary policy. In time as the community grew stronger this would be lifted.
