It's been a long night and I'm starting to ramble. If you hadn't noticed, a bunch of us have been arguing over the issue of democracy, both in game, through PMs, and in random threads. This is the official discussion thread.

The Current Ideas

In this post I compiled the ideas of noname, Skal, Hutch, and I into a proposition. It democratizes the high council. Tl;dr: There will be a rolling election where a council member is voted on every 2-4 weeks by the city he/she hails from. It goes in order of who was elected the longest ago, ensuring a nice and simple transition. However, this puts the most powerful law in the land up for grabs from people we may/may not trust. Read into the threads for more details. It also lays out what qualifies you to be a citizen, vote, and run in elections. Even if the former is shot down, I'd like to use the latter in whatever we go with. It's an efficient and effective system of weeding out who is a true Petranian and who is there to just cause trouble.

In this post New_Yardbird, an Imperium resident, suggested Suilven get it's own democratic government. As things stand now, both Imperium and Trenzalore have their own local government system, Suilven does not. Suilven is a shell, with the council as the de-facto leaders. If we had our own board of representatives(rolling elections every 2-4 weeks) citizens could have a say in what goes on in their city whilst the council manages diplomacy, vaults for international criminals, and order between the cities. Meanwhile, these representatives manage the city planning, resident and citizenship, local laws, and local criminals. They may/may not have a say in what goes down in the council. It would actually require very little work on the constitution, as this is basically what I intended when I wrote it.

I'm not sure on both, and frankly, I'm getting really rambley. I might accidentally a civil war at this point, so I'll sleep on it. Skim through both threads and judge for yourself. I like the idea of Suilven becoming a city better, as it ensures diplomacy and our money/vaults are kept safe in the heavily trusted council, but it gives us the freedom to finally manage our city properly and democratically.

Maybe we should mix them, maybe only the representatives. Maybe something entirely different. I'll update this post as discussion progresses. I dunno, what do you guys thing?

Mind you, we're not here to rewrite or throw out the constitution. Duke stays as it is, so does our status as a confederacy, Suilven's position as the capital, and the powers of the council.
