Constitutional Amendment | Expanding Democracy in Petrania

Take this from the co-writer of the constitution:

Initially, I and the founders of Petrania visioned a harsh world where Petrania had to fight to grow. We didn't expect to grow so rapidly, or for cities to join so fast. We wrote the constitution to protect our creation from outsiders, and now it's quickly becoming obvious that these "outsiders" are Petrans now, not outsiders.

Although I don't entirely agree with what Noname is saying, I propose we move to democratize the nation a little more. We've been discussing this for the longest time now, but nothing has really come of it.

I'd like to discuss these concepts further, and possibly expand on it.

The requirements for citizenship should be as followed:

Citizen Visa: 1 week spent living inside of Petranian lands. This entitles you to the title of Petranian citizen and makes you eligible to own land and be protected and subject to our rights and laws.

Partial Citizenship: 2 weeks spent living inside of Petranian lands. This entitles you to vote in elections, which are to be detailed in the next section.

Full Citizenship: 4 weeks spent living inside of Petranian lands. This entitles you to run for office in Petrania.

After speaking with Hutch, Voll, and Skall, we've basically arrived at this:

Elections are to be held for the seat of office elected longest ago by the individual cities every 2 weeks. This way, "corrupt" officials will be slowly replaced with better ones, and the good are kept in. This does however put the small towns(I.e. Trenzalore) up for election quite a bit. Every 2 weeks the same guy will have to run again and again, putting them at far greater risk than a large town like Suilven. Any solutions for this, or is this fine as it is?

What I want everyone to know right now: Any colonies that join us(and there are a few prospects either looking to or voting to) will have no representatives until they achieve seven members. They know this full well when they elect in, as the town must democratically vote to join the confederacy.

If the council comes to a consensus, I'll gladly write this into the constitution
